How did the leaders of North Carolina protect slave owners?

Introduction

As the institution of slavery came under some scrutiny in the United States many Southern states, like North Carolina, worked to create laws that protected slave owners. In this question students examine the ways that the people who make policy decisions and laws worked to protect slave owners, particularly in regards to protecting what was considered their property, slaves.
